Add restrictions for planting (Useful for servers on which too many planted seeds cause lags).

Features:

Setting plant limit per player.(optional)

Player needs permission to plant.(optional)

Player needs completed quest to plant.(optional)

Config:

limit- defines limit of plants per player. (set to -1 to disable)

permission- defines permission needed for planting. (leave empty to disable)

questId- defines id of quest that is needed for planting. (set to 0 to disable)

allowUnderwater- defines whether planting underwater is allowed.

returnSeed- defines whether the player should receive returned seeds after incorrect planting.

First launch of the plugin will only reduce amount of plants per player to the set limit. Players who shouldn't have access to planting (permission or quest) will have remaining plants but won't be able to plant next ones.

I recommend to do a backup of the Level folder before first launch to avoid unwanted reduction of plants due to wrong config settings.
